Indone­sian Eco­la­belling Insti­tute is a non-profit orga­ni­za­tion hold­ing pub­lic man­date to carry out for­est eco­la­belling cer­ti­fi­ca­tion in Indonesia.

The activ­i­ties of imple­ment­ing for­est eco­la­belling cer­ti­fi­ca­tion are in the form of activ­i­ties related to the accreditation’s func­tions, eco­la­belling cer­ti­fi­ca­tion stan­dards improve­ment, per­son­nel capac­ity build­ing, com­mu­ni­ca­tion media sup­ply, and other pro­grams, with objec­tives to pro­mote sus­tain­able for­est eco­la­belling cer­ti­fi­ca­tion in Indonesia

Accred­i­ta­tion
A well imple­mented cer­ti­fi­ca­tion sys­tem requires instru­ments which meet par­tic­u­lar qual­i­fi­ca­tions. To pro­vide guar­an­tee that the qual­i­fi­ca­tions are met Indone­sian an accred­i­ta­tion process, as per­formed by the Indone­sian Eco­lable Insti­tute, is required for insti­tu­tions oper­at­ing the cer­ti­fi­ca­tion system.

Indone­sian Eco­lable Insti­tute car­ries out accred­i­ta­tion processes for Cer­ti­fi­ca­tion Bod­ies oper­at­ing onsite cer­ti­fi­ca­tion sys­tem, train­ing insti­tu­tions and per­son­nel of cer­ti­fi­ca­tion bodies.

The Accred­i­ta­tion process is trans­par­ently con­ducted and in com­pli­ance with reg­u­la­tions aimed at main­tain­ing a proper cer­ti­fi­ca­tion sys­tem implementation.

The Indone­sian Eco­lable Insti­tute has pre­pared Accred­i­ta­tion Man­ual Doc­u­ments as guide­lines in con­duct­ing accred­i­ta­tions to insti­tu­tions which directly involved in cer­ti­fi­ca­tion imple­men­ta­tion. These doc­u­ments also act as ref­er­ence in con­duct­ing reg­u­lar eval­u­a­tion for accred­ited bod­ies to main­tain their qualification.

To date, the Indone­sian Eco­lable Insti­tute has accred­ited 3 cer­ti­fi­ca­tion bod­ies to carry out on site cer­ti­fi­ca­tion processes, namely:
1. PT. Mutu Agung Lestari
2. PT. TUV Inter­na­tional Indone­sia
3. PT. Sucofindo

The three insti­tu­tions above have met the qual­i­fi­ca­tions to per­form Eco­lable cer­ti­fi­ca­tion processes for sus­tain­able for­est man­age­ment based on LEI’s standards.

Eco­la­bel cer­ti­fi­ca­tion sys­tem for for­est man­age­ments is espe­cially devel­oped for wood-sources for­est areas.

Chain of Cus­tody cer­ti­fi­ca­tion sys­tem is devel­oped to trace the raw mate­r­ial used in the wood prod­ucts, and to make sure that the raw mate­r­ial is orig­i­nated from sus­tain­able for­est area.

Indone­sian Eco­la­bel­ing Insti­tute devel­ops three sets of Eco­la­bel cer­ti­fi­ca­tion sys­tems for for­est man­age­ments, based on the for­est man­age­ment types in Indone­sia:
1. Sus­tain­able Pro­duc­tion Nat­ural For­est Man­age­ment Cer­ti­fi­ca­tion Sys­tem
2. Sus­tain­able Plan­ta­tion For­est Man­age­ment Cer­ti­fi­ca­tion Sys­tem
3. Sus­tain­able Community-Based For­est Man­age­ment Cer­ti­fi­ca­tion System

In order to main­tain cred­i­bil­ity, trans­parency, and to ensure mul­ti­party par­tic­i­pa­tions in cer­ti­fi­ca­tion sys­tem arrange­ment, LEI cer­ti­fi­ca­tion sys­tem devel­op­ment processes went through the fol­low­ing phases:
a. LEI Exec­u­tive Board sub­mits the cer­ti­fi­ca­tion system/amandment pro­posal doc­u­ments to the Mem­ber Rep­re­sen­ta­tive Assem­bly, referred as LEI-I
b. The cer­ti­fi­ca­tion system/amandment pro­posal doc­u­ments are con­sulted in work­shop and/or with stake­hold­ers, as the first pub­lic con­sul­ta­tion. The doc­u­ments’ sta­tus is LEI-II
c. Proposal/amendment doc­u­ments resulted in the first pub­lic con­sul­ta­tion is revised by the Mate­r­ial Com­mit­tee (LEI Expert Team), Work­ing Group or Small Team estab­lished by LEI. The Doc­u­ments’ sta­tus is LEI-III
d. The proposal/amendment doc­u­ments that have been revised by teh Mate­r­ial Committee/Small Team/Working Group are sub­se­quently con­sulted in work­shop and/or with stake­hold­ers, as the sec­ond pub­lic con­sul­ta­tion. The sta­tus od the doc­u­ments is LEI-IV
e. The proposal/amendment doc­u­ments resulted in the sec­ond pub­lic con­sul­ta­tion is revised by the Mate­r­ial Com­mit­tee, and LEI will sub­mit them to the stake­hold­ers for approval. The sta­tus is LEI-V
f. Doc­u­ments are sub­mit­ted to Mem­ber Reprenta­tive Assem­bly for approval, and referred as Final Documents.

Capac­ity Build­ing for Cer­ti­fi­ca­tion Per­son­nel
In LEI cer­ti­fi­ca­tion sys­tem, the exis­tence of train­ing insti­tu­tions is required for the sys­tem to work, which is also a require­ment to imple­ment cert­fi­ca­tion process. Cer­ti­fi­ca­tion process will work when onsite asses­sors and expert panel are avail­able, as they are the execu­tor of the onsite pre-assesment, onsite assess­ment. They are also respon­si­ble in the cer­ti­fi­ca­tion deci­sion mak­ing processes.

Onsite asses­sors and expert panel, prior to their recog­ni­tion as onsite asses­sors and/or expert panel, shall undergo series of train­ings. Upon com­plet­ing the train­ings, they will be reg­is­tered and autho­rized as onsite asses­sors and/or expert panel in the per­son­nel cer­ti­fi­ca­tion bod­ies accred­ited by LEI. The cer­ti­fi­ca­tion bod­ies which per­form assess­ment to the man­age­ment units, pre­pared for under­go­ing the cer­ti­fi­ca­tion sys­tem, must use well-trained and reg­is­tered onsite asses­sor and expert panel in accor­dance to their com­pe­tency and expertise.

Onsite asses­sors are trained so that they are capa­ble of con­duct­ing data/fact inves­ti­ga­tion and col­lect­ing, to ana­lyze the indi­ca­tors in their field, to make con­clu­sion on the man­age­ment unit’s per­for­mance, and to write reports based on the data/facts found.

Expert Panel are trained so that they are able to make writ­ten deci­sion based on the man­age­ment unit doc­u­ments review on: base­line data, plan­ning, and reports on for­est man­age­ment activ­i­ties; to explain in words or in writ­ing the cer­ti­fi­ca­tion logic struc­ture; to ver­ify and val­i­date onsite assess­ment results; to actively par­tic­i­pate in group deci­sion mak­ing processes; and to make assess­ment deci­sion on the man­age­ment unit’s performance.

Com­mu­ni­ca­tion
In order to main­tain the net­work with other insti­tu­tions and to main­tain the com­mu­ni­ca­tion with its con­stituents, LEI Man­age­ment Body runs a spe­cific pro­gram to dis­sem­i­nate the most recent infor­ma­tion both to the pub­lic and its con­stituent. The com­mu­ni­ca­tion and advo­cacy pro­gram is aimed at facil­i­tat­ing LEI’s con­stituent and pub­lic to eas­ily obtain infor­ma­tion on the recent LEI cer­ti­fi­ca­tion development.

The most recent infor­ma­tion dis­tri­b­u­tion to the pub­lic is expected to be the a key fac­tor to improve the public’s trust on LEI cer­ti­fi­ca­tion scheme, both in national and inter­na­tional scope.

In achiev­ing this objec­tive, LEI cre­ates sev­eral com­mu­ni­ca­tion medias eas­ily under­stood by and acces­si­ble to both the pub­lic and LEI’s con­stituent. At the moment, the avail­able com­mu­ni­ca­tion media via inter­net are LEI web­site and face­book. The infor­ma­tion con­tained in the above medias is reg­u­larly updated.

At the time being LEI also con­tin­u­ously devel­ops printed com­mu­ni­ca­tion media such as book­lets, fact sheets, press releases, brochures and mer­chan­dises. LEI will grad­u­ally develop the types both in num­ber and quality.
