LEI Program
Indonesian Ecolabelling Institute is a non-profit organization holding public mandate to carry out forest ecolabelling certification in Indonesia.
The activities of implementing forest ecolabelling certification are in the form of activities related to the accreditation’s functions, ecolabelling certification standards improvement, personnel capacity building, communication media supply, and other programs, with objectives to promote sustainable forest ecolabelling certification in Indonesia
Accreditation
A well implemented certification system requires instruments which meet particular qualifications. To provide guarantee that the qualifications are met Indonesian an accreditation process, as performed by the Indonesian Ecolable Institute, is required for institutions operating the certification system.
Indonesian Ecolable Institute carries out accreditation processes for Certification Bodies operating onsite certification system, training institutions and personnel of certification bodies.
The Accreditation process is transparently conducted and in compliance with regulations aimed at maintaining a proper certification system implementation.
The Indonesian Ecolable Institute has prepared Accreditation Manual Documents as guidelines in conducting accreditations to institutions which directly involved in certification implementation. These documents also act as reference in conducting regular evaluation for accredited bodies to maintain their qualification.
To date, the Indonesian Ecolable Institute has accredited 3 certification bodies to carry out on site certification processes, namely:
1. PT. Mutu Agung Lestari
2. PT. TUV International Indonesia
3. PT. Sucofindo
The three institutions above have met the qualifications to perform Ecolable certification processes for sustainable forest management based on LEI’s standards.
Certification Standards Development
Indonesian Ecolabeling Institute develops 2 ecolabel certification system types:
1. Ecolabel certification system for forest managements
2. Chain of custody certification system
Ecolabel certification system for forest managements is especially developed for wood-sources forest areas.
Chain of Custody certification system is developed to trace the raw material used in the wood products, and to make sure that the raw material is originated from sustainable forest area.
Indonesian Ecolabeling Institute develops three sets of Ecolabel certification systems for forest managements, based on the forest management types in Indonesia:
1. Sustainable Production Natural Forest Management Certification System
2. Sustainable Plantation Forest Management Certification System
3. Sustainable Community-Based Forest Management Certification System
In order to maintain credibility, transparency, and to ensure multiparty participations in certification system arrangement, LEI certification system development processes went through the following phases:
a. LEI Executive Board submits the certification system/amandment proposal documents to the Member Representative Assembly, referred as LEI-I
b. The certification system/amandment proposal documents are consulted in workshop and/or with stakeholders, as the first public consultation. The documents’ status is LEI-II
c. Proposal/amendment documents resulted in the first public consultation is revised by the Material Committee (LEI Expert Team), Working Group or Small Team established by LEI. The Documents’ status is LEI-III
d. The proposal/amendment documents that have been revised by teh Material Committee/Small Team/Working Group are subsequently consulted in workshop and/or with stakeholders, as the second public consultation. The status od the documents is LEI-IV
e. The proposal/amendment documents resulted in the second public consultation is revised by the Material Committee, and LEI will submit them to the stakeholders for approval. The status is LEI-V
f. Documents are submitted to Member Reprentative Assembly for approval, and referred as Final Documents.
Capacity Building for Certification Personnel
In LEI certification system, the existence of training institutions is required for the system to work, which is also a requirement to implement certfication process. Certification process will work when onsite assessors and expert panel are available, as they are the executor of the onsite pre-assesment, onsite assessment. They are also responsible in the certification decision making processes.
Onsite assessors and expert panel, prior to their recognition as onsite assessors and/or expert panel, shall undergo series of trainings. Upon completing the trainings, they will be registered and authorized as onsite assessors and/or expert panel in the personnel certification bodies accredited by LEI. The certification bodies which perform assessment to the management units, prepared for undergoing the certification system, must use well-trained and registered onsite assessor and expert panel in accordance to their competency and expertise.
Onsite assessors are trained so that they are capable of conducting data/fact investigation and collecting, to analyze the indicators in their field, to make conclusion on the management unit’s performance, and to write reports based on the data/facts found.
Expert Panel are trained so that they are able to make written decision based on the management unit documents review on: baseline data, planning, and reports on forest management activities; to explain in words or in writing the certification logic structure; to verify and validate onsite assessment results; to actively participate in group decision making processes; and to make assessment decision on the management unit’s performance.
Communication
In order to maintain the network with other institutions and to maintain the communication with its constituents, LEI Management Body runs a specific program to disseminate the most recent information both to the public and its constituent. The communication and advocacy program is aimed at facilitating LEI’s constituent and public to easily obtain information on the recent LEI certification development.
The most recent information distribution to the public is expected to be the a key factor to improve the public’s trust on LEI certification scheme, both in national and international scope.
In achieving this objective, LEI creates several communication medias easily understood by and accessible to both the public and LEI’s constituent. At the moment, the available communication media via internet are LEI website and facebook. The information contained in the above medias is regularly updated.
At the time being LEI also continuously develops printed communication media such as booklets, fact sheets, press releases, brochures and merchandises. LEI will gradually develop the types both in number and quality.

The LEI standard and LEI-CoC logo is acceptable in the market, both domestic and international. LEI certified wooden furniture is accepted in EU and USA market, and there is no any objection to LEI certified wooden furniture. LEI certified paper is also widely accepted in Japan. FSC and LEI standard are comparable and have the same robust standards against illegal logging and sustainability issues.
